This fix applies to other apps also. If the Photos app in Windows doesn’t open and it gives you the message “This app can’t open”, the fix is easy as I show it in my video.
Be careful though because resetting an App will delete all its configuration so try repair 1st and reset 2nd if repair doesn’t work
